Available completely free, Snapseed is perfect if you want a powerful photo editing app but don’t have the money for some of the more popular apps.
Snapseed has a lot of the basic photo editing tools you’d expect, but also some bright features like auto correct, image tuning, and a pack of filters you can use to spice up your photos.

Pixlr-o-matic
Unlike most other photo editors, Pixlr-o-matics focuses primarily on filters and overlays. Pixlr-o-matic is advertised as having more than 5,000,000 possible finishes for your photos with 100 effects, 280 overlays and about 200 different borders.
