Chihuahuas and other small dogs have a reputation in the dog world as being notoriously difficult to housebreak. Normal methods don’t work

It is easy to get soft on little puppies because they seem so fragile and innocent, and so there is a tendency to overlook certain accidents. You must consistently use both negative and positive reinforcement techniques. If your puppy does not experience consistent support from you, the breaking process will take much longer to complete, if it is ever completed at all.
Negatively reinforce unwanted behaviors and positively reinforce desired behaviors. This provides faster results. Puppies learn to avoid those things which result in reproof, and to imitate those things which result in praise. Ignoring negative behavior and only praising positive behavior does not result in negative behavior going away. It only tells your puppy to relieve itself wherever it pleases, such as natural and ordinary food to eat from its bowl.
